Item: The weather stripping that the lid closes on

I’m not 100% on how the weather stripping functions, it is just to stop wind and water where lid closes?

      My issues:

water is getting under the trunk weather stripping and i have two slow drips. It seems the seal to the trunk lid is fine. I removed the stripping and there is a few small rust spots like little “u” ‘ s that the strip sits down on.

Not sure how it is to be installed, it was put on with what appears to be grey gasket maker. i’m thinking weather stripping glue would be better, but I don’t fully understand the mechanic’s behind how the stripping works.

I can fix the lip the weather stripping sits on, my question is should water be getting under it? its seems this is bound to lead to rust and a leak at some point.

can anyone help explain, thanks for your time.
